Pasadena is part of the California Healthy Cities Project, which works to "stimulate civic well-being through health-centered policies...developed cooperatively by community leaders and interested citizens."8 Approximately 150 Pasadena citizens and civic professionals, representing a cultural cross-section of the cityís population, formed the Exploratory Forum. These citizens were called together by the Pasadena Public Health Department to volunteer in the creation of an index of sustainable indicators. A citizen Steering Committee was formed which came up with 10 broad categories to measure quality of life. Exploratory Forum participants and Technical Advisory Subcommittee members broke down those 10 categories into more specific indicator topics. They also incorporated into the document important goals from the Healthy People 2000 National Health Promotion and Disease Prevention Objectives and from the Pasadena General Plan.

Pasadena was effective at involving both civic leaders and community members. Their document was reviewed by all participants in the forum and on the committees before its finalization. They did a good job of integrating other community resources (e.g. the Healthy People 2000 document) into their project. Unfortunately, their objectives were lessfocused than other reports.
